Depends — in the movies, Raphael. In the comix, Leonardo. In the cartoon, Donatello. Yeah, I’m a nerd.
It’s about to get nerdier – Do not forget about the Video Games… easily Donatello.
In the NES game, definitely Donatello. He had by far the longest reach and I’m pretty sure all the weapons were equally effective.
We were told in the theme song that Raphael was cool but rude, so I think that settles it right there.
